有些国家不提供无刑怎么办？

我7月27号elodge的，中国无刑公证扫描已经上传。
由于我前几年曾在非洲的象牙海岸（科特迪瓦）待过1年多时间，看移民要求，似乎也要准备那里的无刑公证。
但是按照AU的47表介绍，打电话给那个地址问怎么做无刑时，那边答复说，外国人只有待5年以上，他们才给办无刑证明。
哎，如果CO找我要那里的无刑的话，该怎么答复捏？

How to obtain a police certificate（Ivory Coast）
Do I need to provide a police certificate when applying for Canada permanent residence?
Yes. However, foreign residents can only obtain certificates if they have lived in the Ivory Coast during the last five years.

How and where do I obtain one?

If you live in Ivory Coast
You have to apply for a certificate at the court in the region where you were born. You must provide your birth certificate and your residence certificate or an address on the back of your application. You must also pay the applicable fees.

If you are not a citizen of Ivory Coast, you can get a copy of a police record only if you have lived in Ivory Coast for at least five years.

Note: A certificate is valid for three months.

If you live outside Ivory Coast
You can get a certificate only if you are in Ivory Coast.
