问过澳洲海事局，中国船员无法接受职业评估

Good morning,

In order for AMSA to assess an application for the purpose of a migration application we must have an agreement with the Flag State Administration. Unfortunately AMSA does not have an agreement with China. Please see the following link:

AMSA can only recognise certificates under the STCW convention.

意思是说，澳洲和所在国之间必须签有船旗国协议。中国和澳洲之间没有签协议，所以中国的船员无法获得认证。
另外，即使有船旗国协议，船员证书也必须有STCW签注。如内河，湖泊，沿海等区域水域的船员证书，没有STCW签注的，也是无法获得澳洲海事局职业评估认证的！
