I believe that could happen when the hit landed right on the spot, with the right direction, even the power was so light.

On the other hand, in some major car accidents, the airbag doesn't pop up at all although the hit power was strong enough.

And that's why they say when you can't avoid an accident, you should hit the car directly with its face, and not the side.
