求助！请问该情况 可以申请ACS+RPL吗？

我现在打算DIY职业评估（帮我男朋友做；同时他在努力准备雅思）
他正规院校本科毕业生（非IT专业），但是由于某些原因没有拿到本科学位；32岁，在IT企业有6年以上的工作经验；
咨询后，有人说他也可以申请ACS+RPL职业评估的，可我不是很确定；
咨询阅读了BOOKLET6 后，当中有这样一段描述（如下），请大家帮忙分析一下，他是否可以申请60分职业呢？

Qualifications
You must have been awarded a post secondary qualification which is at least
equivalent to an Australian Bachelors degree (or higher), diploma or trade qualification
(AQF certificate III or IV). You also need to have your skills assessed by the relevant
assessing authority as suitable for working in your nominated occupation.
Note: In exceptional cases if an applicant without a post secondary qualification
nominates a highly specialised 60 point skilled occupation and has extensive skilled work
experience this may be accepted. This would only be considered if the assessing
authority has issued a positive skills assessment based on the applicant’s work
experience in that occupation.
