I cannot understand why employer want to pay  $199  + $399 +  10% placement fee of the employee's first year salary to hire a refugee?

I guess if the employer put ads in seek directly the cost will not be so big.

The opposite is for a refugee why they want to go to this website to seek job if the employer has a high cost to hire them.
