The 103 and 804 subclasses will be permanently closed to new applications (repealed) on Monday 2 June 2014. Applications not received before 2nd June 2014 will not be valid and will be returned.
The Budget papers released on 13 May 2014 advised that new applications would be ceased under the Non-contributory Parent category (including subclasses 103 and 804) and the Other Family category (subclasses 114 and 838 (Aged Dependent Relative), subclasses 115 and 835 (Remaining Relative) and subclasses 116 and 836 (Carer)).
These changes will allow the Government to focus the family stream of the Migration Programme on the entry of close family members, that is, the partners, children and contributory parents of Australians.
This decision maintains the Government's commitment to ensure more than two-thirds of the Migration Programme comprises skilled people. Skilled migrants have the lowest rate of unemployment and the strongest English skills - key drivers of successful labour market participation and integration into society.
The additional partner and child places identified in the Budget will be made available as a result of the shift in planning levels within the family stream.
The cessation has little or no impact on the number of places being made available to other categories, as the existing applications on hand are expected to fill all available places in Other Family and Non-contributory Parent for some years into the future.
Current applicants for the Non-Contributory Parent and Other Family visas can expect to wait between four and 16 years for their applications to be finalised.
These waiting times reflect the large number of visa applications relative to the limited number of visa places available each Migration Programme year. Over successive years the planning level has remained below demand, contributing to growth in an already large pipeline.
