请教关于英国办无刑时邮寄汇票的问题

请教有经验朋友一个问题：

我不想使用邮件寄出，想使用类似DHL之类的快递。英国的警察局给我的回复如下：

Dear Sir
Thank you for your email.
If you wish to send your application to ACRO using a courier please note the following:
You are responsible for all the fees incurred in the transportation of the application. If you put a value to the package ACRO will not accept it as it would incur a customs importation fee. Couriers should deliver to the following address:..........

根据英国办无刑的要求，我在银行申请了一个77英镑的汇票（bank draft）并邮寄给他们。
我的问题是bank draft是算有value吗，会产生关税吗？ 莫非我就不能用DHL寄了吗？

没事儿，可以寄的。最好买中国银行的汇票，兑换的时候方便点儿。

另外，我也和DHL确认了，实名汇票确实不会产生关税。
