我是亲属担保475，可以凭借Concessional Competent English平均6分申请移民。

按照移民局的要求Concessional Competent English must have a score of an average of 6.0 across the four components of an IELTS test. 已经符合了平均6分的要求。

但是现在收到CO的信，说我Threshold English not met，“If a person applies for a General Skilled Migration visa, the person has concessional competent English if the person satisfies the Minister that the person has achieved: (a) an IELTS test average band score of at least 6 for the 4 test components of speaking, reading, writing and listening;”

Your options are to:

1) Undertake an IELTS examination within the next 28 days - (you are required to advise this office the date you have booked the IELTS test)

or

2) Withdraw your application

我认为他和移民局之前官网的说法不一致，已经报名雅思，但如果考不到就会被拒签。

Competent English才需要四项6分的，我认为我的理解并没有错误。

写邮件跟他理论中！

也是說平均分數要六分吧...可以寫信去argue說你平均有六分......問他為何要重做IELTS test

CO自己也说了是concessional competent English，那就对照官方的文档看看concessional competent English到底是个啥需求。

要注意的是，楼主提供的PDF是不是有过期啥的问题。

CO傻了啊，自己也在说平均6分就可以了，那楼主有平均6分了，还扯皮干啥呢？？？
也就是说，对于平均6分双方没争议，现在就要看是不是有成绩单就可以了啊...

如果可以确定你的reference是当前生效的，就可以理论，确实是平均分到6就可以的

只要你确保你看到的PDF是最新版本的，那就去理论吧，乌龙的签证官一大堆。如果他还不干就去网页上写complain,打电话投诉。

签证官是不是没有看到你的雅思成绩单啊，你再给他发一份，连带移民局的解释。

成绩单早就发了，CO也引用了成绩单With your application you provided IELTS test results from a test undertaken 25 September 2010. In this test you achieved Listening 7.5, Reading 6.5, Writing 5.5 Speaking 6.0.
