In some hill-regions, this has led to a serious decline in farm output and a change in the local diet, because there is insufficient labour to maintain terraces and irrigation systems and tend to crops.
My question is what's the grammar function of "tend to crops". Is there anything wrong with this sentence?
I cannot see any grammatical error here. “Tend to crops”, meaning "take care of crops". Before tend, there is the omission of "to", which is allowed in this case.
