请教德国无刑办理-附本人办理的部分过程

请问有人在中国办理过德国无刑吗？我办理了一半，有几个问题想请教
1。首先仔细阅读 Character Requirements Penal Clearance Certificates (formerly known as Form 47P)找到德国的开证明单位。
2。找到网站Bfj Criminal register (Bundesamt fuer Justiz) http://www.bundesjustizamt.de/nn ... halte/WohnortA.html
打印表格和了解费用13欧。不过需要邮寄certified personal data /certified签名(后来得知使馆可以做)
3。逛坛子看有没有人办理过，发现没有。无意间看到有人说只要连续不到1年就可以不办理，因为留学期间有几次回国，连续不到1年，所以搁置了几个月没理它。在e submit的时候看到说累计1年就算是常居，所以现在又重新考虑。
问题： 不知道有没有人知道？
4。不管怎样，还是要以防万一，我就写了封信给德国驻上海总领事馆，

Dear Mrs./Mr. XX,

to certify your signature on the attached application please come in person to the Consulate (188 Wujiang Lu) with your passport and the application form during our public opening hours (monday to friday 8:30 to 11:30).

Please sign the application only at the counter in front of the officer.

The fee to certify a signature is 20,-- Euro payable in RMB.

当时觉得比较简单，所以我就等着某天分CO后再去。现在又想起来，
想问问是否有人办理过，有什么注意事项吗？13欧可以现金给领事馆吗？还要给一份护照公证件吗？
