1. in Linguistics, standard English accent is the Cockney accent, so called London-accent ... Cockney accent = Beijing accent ... however, the Cockney accent is mid-upper class based, therefore you can't say LONDON accent ... more precisely, referring to LONDON accent, we are actually talking about upper class LONDON accent, not the ENGLISH you hear in the streets of LONDON ...
2. the English we hear on BBC, is NOT a real tone, it is a fabricated language for the media/broadcasting, just like news hour on CCTV 1
3. anything, including the Cockney accent, is a DIALECT of English, including any tone we articulate
4. Aussie accent, can be perceived/described as equivalent to any Mandarin accent, quite distant from the Beijing accent
