一时想不到很好的，但是如果当时就要这个翻译的话，我会翻成：
someone is too wealthy to spend reasonably
He who is not supposed to abuse his power.

The highest wisdom of governance （因为上下文这个意思可以加） is simplicity ( in its power structure 很想加因为2句话能连起来否则2句话连不起来在英文里。但是又担心算多加了意思), and those in power should use it without perversity
