弱弱的问个probably比较低级的问题

71后新版的SOL分SOL1和SOL2。
请看下面这段话
Skilled Occupation List (SOL) 2011 ¨C Schedule 1 and 2
If you apply for a General Skilled Migration visa on or after 1 July 2011 and you are not nominated by a
State or Territory Government, you must nominate an occupation from Schedule 1 of the Skilled
Occupation List.
If you apply for a General Skilled Migration visa on or after 1 July 2011 and you are nominated by a State
or Territory Government you must nominate an occupation from either Schedule 1 or Schedule 2 of the
Skilled Occupation List.

当然，申请州政府担保之前就需要做好职业评估了吧。

那么我想请问呀，如果该同学做了个SOL2上的职业的评估，但是没有得到州政府提名，那他岂不是不能申请175了？因为职业不在SOL1上。之后咋办呢？
