已经获批的筒子们，移民局是按照你们lodgement date的政策来审理的吧？谢谢！

缘起这句话：
I submitted my application before the SMP was announced. Am I still eligible under the old list?If the Queensland Government has not already contacted you about your application, your application will be considered under the SMP. The SMP is effective immediately.

关键这个contacted用的太模糊了，他们之前给我了封确认信，说我in a queue，这个算contact 过吗。我是不报什么希望了

按照正常的说法，一旦扣款成功，就是lodged了，那么就该按照lodgement date来算。。。这个是法学原理中“按发生时适用法律”的基础；不过移民局也不是没干过capping的事情；纠结啊
