请问SOL 里面的 S2 和 S3 有什么区别呢！！

S2 描述
the SOL in existence prior to 1 July 2010 in ANZSCO code (schedule 2) – applies to GSM applicants who are eligible for transitional arrangements and who lodge their application before 1 January 2013.
S3 描述
the current SOL (schedule 3) – applies to all new GSM applications, including applicants eligible for transitional arrangements if they prefer to use it.

问题：
1 请问S2 S3 有什么区别的呢？
2 transitional arrangements 是什么东西呢？搜索了一下没看懂？谢谢啦

再问一句：！ 也就是说新的申请者在S2 或者S3 内都可以申请了呗， 但是S2 要在2013年之前 并且同时 S2 比S3 的优先级要高些。 理解正确么？

LS 的解释是错误的。

首先 SOL 全称 Skilled Occupation List  是职业名单，不是优先清单

要注意 SOL-2  只适用于 GSM applicants who are eligible for transitional arrangements and who lodge their application before 1 January 2013

transitional arrangements  的人群 只可能是 onshore  学生或者毕业生：
This list applies to applications made on or before 31 December 2012 for a Subclass 885 (Skilled-Independent), 886 (Skilled – Sponsored), or Subclass 487 (Skilled – Regional Sponsored) visa by an applicant who held a Subclass 485 visa on 8 February 2010 or had applied for a Subclass 485 visa that was not finally determined on 8 February 2010, and may nominate an occupation on the current SOL or the new SOL that commences from 1 July 2010.
This list also applies to applicants who held a student visa in subclasses 572, 573 and 574 on 8 February 2010 and who apply for subclass 485 visa on or before 31 December 2012.

优先权通常是以 Group  来定义的。
G1  包括雇主担保
G2  包括 SMP 洲担保 也就是  SOL-4 的名单里 同时  在 SMP 上的职业。
G3  包括  SOL-3 上职业
G4   其他  valid  applicant, 比如过去已经申请，但职业不在 SOL-3  也没有在SMP上的。
