LZ基本上分析得没错。看看以下转载一位移民顾问对于配额的解释。
The revised 115,000 planning level for 2008/2009 is broken down thus:
Skilled Independent (175/136 plus on-shore equivalents) = 45,600
State Sponsored (176/137 and 475/495 plus on-shore equivalents) = 11,200
Skilled Australian Sponsored (176/138 and 475/496 plus on-shore equivalents) = 12,300
Total = 69,100
The remaining 45,900 being made up of non-GSM visas:
Employer Sponsored (ENS, RSMS, LA) = 38,200
Distinguished Talent = 200
Business Skills = 7,500
So when we talk about the GSM visas we are talking about a pool of 69,100. But these are all flexible planning levels and DIAC may approve many more State Sponsored than Independent as long as the total of 115,000 is not exceeded. If the Employer Sponsored total looks like being short then they can grant more GSM visas. The only current restriction is the capping of the off-shore component of the business skills visas - nothing else is officially capped so there is flexibility within the total of 115,000.
This may not answer any questions but may give yo ua better understanding of how things work.

所以DIAC对于如何分配还是有一定的弹性的。不是说175/136分完了45,600就没有了。当然这个175的申请者还是占多数。关键在于有谁知道到底有几个是CSL,有几个不是呢? |
