嗯，我觉着这样才是考验政府的“能力”，如何做到“公平”的争取到最多选民。
拆东墙得罪人，但是这钱花在西墙上，还能将得罪的人头争取回来，证明这钱花在西墙上更“值得”。

（本报讯）姬拉蒂总理新近公布了人们期待已久的教育经费的改革计划，并承诺联邦政府将提供占总支出65％的经费。这个计划在各州引起了不同的反响，新州和维州打算继续与联邦政府讨价还价，而昆州和西澳这两个矿业州则摆出了一副强硬的敌视姿态。

根据这项计划，在今后6年时间里，学校的经费将增加145亿元，其中120亿元是给公立学校的。天主教学校将获得额外的15亿元的拨款，其他私校获10亿元。

根据姬拉蒂宣布的计划，联邦政府将负担所增拨款的三分之二，各州政府负担三分之一。也就是说，各州每向这个计划投入1元钱，联邦就会相应地投入2元。在145亿元的新增经费中，联邦政府将在未来6年里投入94亿元。

联邦政府提供这些资金的条件是各州和领地都同意增加3％的教育支出。例如，若新州政府同意从府库中拿出16亿元的资金，该州就能得到34亿元的联邦教育经费拨款。

但是，中小学经费的增拨是从削减大学经费中获取的，是一项典型的拆东墙，补西墙的做法。反对党领袖艾伯特称，高等教育是政府削减经费的最新一个受害者，而投资教育改革项目的唯一途径是建设更扎实的经济。

姬拉蒂说，这项计划是为了使老师能获得他们所需的资源和教室，以便在2025年之前使澳洲的学校能名列世界前五。

根据该提案，政府将设定学校资源的标准，也就是教育孩子所需的经费额度，而弱势学生还将享有额外的补贴（loadings）。姬拉蒂说，从明年起，每位小学生的基本教育经费将是9271元，中学生将是1万2193元。根据新的注资模式，每名学生所能获得的教育经费平均将提高4000元。

新州州长奥法雷表示，联邦政府的这项改革计划“很有远见，但成本太高了”。他愿意考虑联邦政府的计划，不过，如果州政府必须负担三分之一的计划成本，那就不得不从其他方面紧缩开支。与此同时，维州的家长和老师们正在施压该州政府参与计划，以便能为维州学校额外提供40亿元的经费。

昆州州长纽曼则直截了当地表示，昆州政府无力负担这笔新增拨款。从这项计划中获益最少（只能获得3亿元的额外拨款）的西澳州长巴尼特干脆拒绝了姬拉蒂的计划，说这对西澳来说是一项“可怕的交易”。

联邦独立议员维尔基则形容增加拨款的计划是联邦政府的一个骗局。但是姬拉蒂总理表示，这项中小学校拨款制度改革的目的是让联邦教育拨款对所有学校来说更加公平合理。她说，即使有些州拒绝加入，她也会努力推行这项计划。

联邦政府试图在周五的会议上与各州和领地的领导人达成协议，并已设定6月30日为达成协议的最后期限。

Many of you will have read with some disquiet the Federal Government’s announcement on Saturday that it will be making more than $2.8 billion worth of cuts to the university sector in order to 'free up' funds for the Gonski school reforms. This is a shortsighted move on the part of a government that claims education as one of its highest priorities. It is an absurdity to seek to provide students with a better education at school by providing a worse experience at university.
We are taking a strong stance on this issue but it is difficult to be optimistic about our chances.

大学拨款减少意味着项目经费减少，没钱怎么发论文？？

顺便问下如果工党下台这个政策是不是就会被废除呢？

I could not understand the word of efficiency dividend at the beginning and believed the funding(in total) to universities would be cut
actually it means the the existing funding will be cut at the declared rate, but it doesn't mean the government would not add new funding(maybe new project etc), and in total funding to universities would see increase.
The rate declared is actually just higher than expected, the normal rate is around 1.25% on all government sectors.
