关于州担保和EOI的两个疑问

1. 州担保的职业列表

参考了 @ 2012-2013 州担保列表 给190/489的同学 @ updating

很不幸，ACS的261311(Analyst Programmer)/261313(Software Engineer) 只有ACT和SA的列表上有，并且ACT的列表上为limited，需要雅思7分，SA要求雅思6.5。
雅思7分本身就有10分好加，完全无意义了。只有一线希望SA的6.5了。

是否评估的工作不再职业列表上就不可能申请该州的担保了？ 或者还有遗漏，哪个州还担保261311/261311吗？郁闷啊，看来我的职业是没法走担保了，只能英语继续。

2. 先EOI还是先州担保
2.1 查了些帖子和SKILLSELECT 网站说明，没有说明要先申请州担保，只是说要勾选感兴趣的移民类型（189/190等），然后等待各州选择。不知是否是只要提交EOI，就可以被动等待州来选你，被某个州选中后再进行州担保的申请。

7.  SKILLSELECT EXPRESSION OF INTEREST
Before submitting an application for ACT Government nomination, you must be satisfied that you meet the
Department of Immigration and Citizenship (DIAC) criteria for lodging a subclass 190 visa. On 1 July 2012,
DIAC implemented SkillSelect; a major change to how Australia manages its skilled migration program. All
potential migrants, including those who are government nominated, must record their details through a
SkillSelect Expression of Interest (EOI).
The EOI can be lodged before you apply for ACT nomination or after you receive ACT nomination.  Either
way, we must be informed of the EOI Transaction Reference Number (TRN) before an approved ACT
nomination can be confirmed on SkillSelect

这个意思好像是，你可以主动先申请ACT的州担保，成功后再EOI；或者EOI后主动申请ACT的州担保。

2.1和2.2 其实不矛盾，但是不知道2.1 是否有理解错误？当前政策下应该如何选择？

看最后一句话的意思，不管哪种方式都要提供EOI的TRN号码，也就是说要先提EOI哦

当然，新政下一定要EOI的，但是可以是 after you receive ACT nomination 然后再EOI提供TRN，可能receive是approved前的一个步骤吧。

ACT，可以先做nomination，然后等拿到nomination后在提交eoi，并且把你的trn给act
