SOL 的 Schedule 1 和 schedule2

有经验的前辈给将一下儿，我的理解下面关于SOL的说明就是说schedule 1 里的职业既可以申请175，也可以申请176；而schedule 2里的职业只能申请176（州担保），是这样吗？

If you apply for a General Skilled Migration visa on or after 1 July 2011 and you are not nominated by a state or territory government, you must nominate an occupation from Schedule 1 of the SOL.

If you apply for a General Skilled Migration visa on or after 1 July 2011 and you are nominated by a state or territory government you must nominate an occupation from either Schedule 1 or Schedule 2 of the SOL.
