得到一个消息：

DIAC have advised that from Friday 30 November, no State or Territory Government is actively participating in arrangements that allow allocation of 5 bonus points to GSM applicants who deposited $100,000 in a nominated deposit for term of at least 12 months under Part 8 of the Schedule 6A General Points Test.

从11月30日开始，所有的州和领地的政府都不再接受投资10万澳币，这意味着申请人将无法通过投资10万澳币得到5分的加分。

这个消息是MIA（Migration Institue of Australia）发给他们的成员的。在移民局的网页上没有看到。

在这之前，可以接受投资的州和领地有：NSW，NT，QLD，SA，WA。
其中，
WA：2007.6 停止接受
NT，SA：11.30 停止接受（已经开始的或许还可以，他们的form已经从网页上删除。）
NSW，QLD：2007.12.3 确认已经停止。

（本報墨爾本訊）二百多名印度人串同一名澳洲國民銀行（NAB）貸款經理，獲貸款購買債券以增加移民簽證的分數。若法庭稍後裁定他們以詐騙手法取得簽證，他們將被取消移民資格及被驅逐出境。

澳洲聯邦警察（AFP）在調查一宗銀行內部失竊案時，意外揭發這宗詐騙移民簽證的案件。事緣國民銀行發現有二千二百七十萬元的款項不翼而飛，有些在文件上列為貸款，但借款公司並沒有商業登記，或是借款人的地址是虛報的，銀行遂報警求助。

結果發現位於墨爾本東南面的MOORABBIN東分行的貸款經理AKSHAY BATRA，向227名印度同鄉，每人貸款十萬元，令他們有足夠財力購買澳洲政府發行的債券，申請澳洲一般技術移民簽證可增加五分。不過在政府近期修改移民簽證的計分法後，這方法已不管用。

BATRA已被停職，相信目前正居於印度，國民銀行正聯絡這二百多名印度人，並為他們提供免費的法律顧問服務，希望他們能指證所持有的政府債券，其實是屬於國民銀行的。移民部發言人表示，涉案的印度人可能會面對刑事起訴及被驅逐出境。（君妮）

这消息对我来说是晴天霹雳! 我配偶和社区语言都不够条件加分, 就是靠投资10万这个救命稻草的5分来凑够120分, 我又不想去阿徳来得.

我在Google搜索了相关信息,国外的几个论坛都提到这个消息,看来是真的了,但移民部的官方网站尚未提到.希望移民部能联系到其他银行或基金来接受投资.

如果移民部真的对已递交申请的人取消投资加分, 就太不讲道理了. 政策应该按已签收材料时的日期为准,我相信很多外国申请人会投诉的.

偶是07年4月签收的,就快分case officer了, 等了漫长的8个月却等来了这个消息,真是郁闷至极!

请问White, 你能介绍多点相关背景消息吗? MIA网页相关联结在哪里?

我个人认为已经获得担保和提交申请的应该不受这个政策变更的影响。

Most applicants, regardless of when they lodged their visa application, will miss out on the opportunity to get the 5 bonus points.

We also understand there is no present intention to identify other securities, which effectively ends these bonus point arrangements immediately.

已经提交申请的也可能受到影响。真是一个不幸的消息。

可是現在各州銀行已經拒收這筆錢, 沒有銀行收據就沒有5分, 沒有5分就不夠分了..

所以, 基本上我們已經是被DIAC放棄的人了...

详细的情况我还没有看.

这个已经给很多人造成了很大的困扰。这是一个申请人发投资申请到相关的投资机构才发现的，然后陆续受到拒绝信，最后rumor证实为真的。。。很多人在转向其他方面拿分，如考更高的IELTS或者配偶加分。非社区语言国家的人则考NAATI拿语言的5分。

更多的人是没有其他拿分的途径，这就可以考虑是否可以转州担保STNI。如果不行的话就要SIR，甚至直接被POOL了。

建议咨询一下代理，他们应对你的职业和移民方式有更多的想法和idea。

我认为可能是出了一些问题，澳州政府会解决问题的。

我相信奥洲政府是讲信用的政府，会依法办事，不会单方面作出违反常理或公理的事情。以前没有，现在也不会做出这样荒诞的决定。

没错，我的意思是说，澳洲政府会给出公平合理的解决方案。

NAATI考试有翻译经验的建议试下，不过我觉得不属于同类考试所以不好比。NAATI考的是两种语言的转换能力，雅思考的是应付日常生活的能力

对比了一下，在最新的booklet 6里头已经取消了关于以前capital investment 的有关内容，也取消了以前的 bonus point一项；原来10万的那个加分就在这里，如今只保留了工作经验和语言加分。

现在的消息是：MIA的PRESIDENT, Arnodld Conyer已经代表MIA的全体成员写信给Senator Chris Evans, Minister for Immigration and Citizenship. 要求一个合适的解决方案。这件事情的影响面太大, 并且认为这个不是其他申请人的错，有人甚至卖了房子去筹钱, 这么处理对申请人不公平.

The National Australia Bank has come under criticism from a Federal Court judge over its handling of a $22.7 million visa fraud case, reports The Australian Financial Review.

Judge Mark Weinberg told NAB's counsel Robert Strong in court on Monday that the bank should have alerted the Australian Federal Police to the matter of $22.7 million being illegally withdrawn by an employee to enable 227 Indian nationals to obtain residency visas.

"The bank is not showing very much indication that it takes this seriously," Judge Weinberg told Mr Strong.

"We are talking about a major migration scam."

Akshay Batra, a business banking centre manager in suburban Melbourne who also was a registered migration agent, worked with a West Footscray-based mortgage broker Rajesh Narad to conduct the scam.

Mr Narad advised 227 Indian nationals he could help them complete their residency requirements for a general skilled migration visa by showing $100,000 worth of savings in government bonds, a provision scrapped in September.

Mr Batra issued fraudulent loans to purchase the bonds, which are now effectively owned by the bank, the Review said.

Mr Batra, who has since fled to India, left the bank to contact the visa holders to obtain its money. When told that the bank first wanted to interview the migrants before notifying the Federal Police, Judge Weinberg asked if senior management was aware of that approach.

"The court has very serious concerns about this matter," he said.

RAJ NARAD must have made lots of friends through his business dealings. Easy finance was his specialty: home loans, business loans, low-doc loans. And from his office in Melbourne's West Footscray, he also ran a surprisingly strong trade in extending a helping hand to hopeful immigrants from the Indian subcontinent.

At least 227 young men and women from India appear to have called on Mr Narad in the past 18 months, all desperate to vault that last hurdle in their immigration applications: each needed just five more points of qualification to secure a residency visa under the Federal Government's general skilled migration program.

One way of garnering those extra points was to secure a letter of reference or other evidence showing the visa applicant had been employed for at least six months in Australia. And as the journalist Heather Ewart revealed on The 7.30 Report in November last year, there were a few migration agents in Melbourne's western suburbs who, for several thousand dollars, could organise fake employer documentation.

Another option was to provide immigration authorities with evidence the visa applicant had invested $100,000 for at least 12 months in an approved government security, such as treasury bonds. Never mind that $100,000 may have been a fortune to some aspiring migrants; Mr Narad was an agent who could help them out for a relative pittance.

Conveniently, his friend and business associate Akshay Batra was a lending manager at National Australia Bank's Moorabbin East business banking centre. Loans could be arranged, treasury bonds bought, and if all else went well Indian nationals could soon be flashing residency visas in their passports.

Documents before the Federal Court show Mr Batra set up quasi-overdraft facilities called Flexi-plus and Business-plus accounts for the visa applicants.

With little or no documentation, Mr Batra allegedly approved the loan facilities, then drew down sums in multiples of $100,000, drafted bank cheques for those amounts and used the cheques to buy bonds from state-based treasury corporations in NSW, South Australia, Queensland and the Northern Territory.

In less than 15 months, 227 of Mr Narad's immigration clients had become the nominated holders of $22.7 million of treasury bonds, all financed with NAB's funds.

Yields on the 12-month bonds would mostly cover the interest rate on the loan accounts, but some of Mr Narad's clients also deposited several hundred dollars a month into NAB accounts set up by Mr Batra. Funds would be routinely shuffled from one loan account to another to ensure none went into arrears.

This artfully simple scheme began to unravel just weeks after Mr Batra flew to India in late August for what NAB thought was extended unpaid leave.

In October an NAB colleague noticed that several loan accounts supervised by Mr Batra had fallen into arrears and mail related to those loan accounts had been returned to the bank undelivered. The alarm bells went off when the bank's fraud investigators realised there were almost no documents supporting the loans - no applications and no titles or bond certificates relating to the assets that secured the loans.

NAB's fraud investigators were called and on November 2, with several of the 12-month treasury bonds due to mature, the bank obtained court orders freezing the treasury bonds.

A week later the bank returned to the Federal Court and secured orders allowing its lawyers to search Mr Narad's home and offices. It seized manila folders and files relating to loan accounts, handwritten notes, photocopies of bank cheques and documents relating to treasury bonds.

In the Federal Court tomorrow, Justice Mark Weinberg is scheduled to hear if Mr Narad or Mr Batra want to make any claim over the documents seized.

Victoria Police's fraud squad has been alerted, as have investigating officers from the Department of Immigration and Citizenship and the Australian Federal Police.

Earlier this month, Justice Weinberg warned NAB's lawyers they should be alert to the possibility Commonwealth immigration laws may have been breached and criminal charges may eventually be laid.

NAB's investigations are continuing, but so far it has not lost track of any of the $22.7 million.

The bank believes it has isolated all of the accounts operated by Mr Batra in relation to the visa scheme and identified all the bonds he purchased. It is also examining if any of its lending officers elsewhere in Australia had a similar propensity for acquiring treasury bonds with no-doc loans.

At this stage, NAB is not accusing Mr Batra of anything higher than breaching his duty as an employee.

As for the 227 visa applicants, not all have received residency visas yet, but government officials believe the people behind the treasury bonds visa scheme may be associated with at least some of the agents who engineered the immigration rort identified by The 7.30 Report a year ago.

Mr Narad did not respond to requests for comment.

Mr Batra remains in India. He did not respond to a request for comment and his lawyer, Paul Galbally, of Galbally & O'Bryan, declined to comment.

Capital Investment Scheme for pre-1 September GSM visa applications

Prior to 1 September 2007 GSM visa applicants could earn 5 bonus points if they deposited at least $100,000 in a designated security for a term of not less than 12 months. The NSW, Queensland and NT Treasury Corporations and the SA Government Financing Authority had been State and Territory authorities participating in these arrangements (the Western Australia Government withdrew from 1 July 2007).

Each of the participating States and Territories have notified the department of their withdrawal of support for the use of treasury bonds for this purpose. This means that no State or Territory will issue a security in which an investment is a ‘designated security’. There is no compulsion on States or Territories to participate in the scheme. Whether the State or Territory government authorities actually issue a security is ultimately a matter for them to determine.

The new visa arrangements for the GSM Programme introduced from 1 September 2007 did not include the provisions for the lodgement of designated securities. The closure of the arrangements will only affect visa applications lodged before 1 September 2007.

As of 3 December 2007 all State/Territory Treasury Corporations who were
gazetted to accept designated securities have withdrawn this facility.
Consequently it is no longer possible to lodge a deposit with any of the
State/Territory Treasury Corporations in order to claim bonus points.

The department is investigating the implications this will have on affected
applications and as soon as any further information comes to hand relating
to this matter applicants will be contacted directly by their case officer.
Applicants not yet allocated a case officer can continue to check this
email for updates and information will be added to the department's website
when available.

Capital Investment Scheme for pre-1 September GSM visa applications – 27 May 2008
The Department is currently considering options for applicants affected by the withdrawal of the States and Territories from the Capital Investment scheme.

There will be an update provided on the ‘What’s New? Recent Changes in General Skilled Migration’ page when a decision is made.

Prior to 1 September 2007 GSM visa applicants could earn 5 bonus points if they deposited at least $100,000 in a designated security for a term of not less than 12 months. The NSW, Queensland and NT Treasury Corporations and the SA Government Financing Authority had been State and Territory authorities participating in these arrangements (the Western Australia Government withdrew from 1 July 2007).

Each of the participating States and Territories have notified the department of their withdrawal of support for the use of treasury bonds for this purpose. This means that no State or Territory will issue a security in which an investment is a ‘designated security’. There is no compulsion on States or Territories to participate in the scheme. Whether the State or Territory government authorities actually issue a security is ultimately a matter for them to determine.

The new visa arrangements for the GSM Program introduced from 1 September 2007 did not include the provisions for the lodgement of designated securities. The closure of the arrangements will only affect visa applications lodged before 1 September 2007.

以上这句是这次在移民局网站上公布的比较新的说法。估计现在已经有可选择的解决方案了，只是还在评估和细节制定过程中。不知道我的猜测对不对。我也很着急，因为我的申请已经整整一年了，贝雕都进行了，但是现在还不知道CO是谁，可能还是因为债券加分问题，CO一直没有联系，很郁闷。

剛開始仲介突然12月3日告訴我的時候. 我都傻了.

那個時候就直接說, 可能就去POOL了, 然後就沒了. 簡直是精神酷刑阿. 想S了的心都有了.

然後就慢慢開始接受了, 覺得如果真的去不了也就算了, 這都是命阿..

現在已經開始無所謂了, 是殺是活, 給個消息就安心了,這樣吊著可真難受.

我們最慘, 同時申請的那個時候都收到準簽了, 壓力那個大阿.

money for 12 months to gain their final points for migration to Australia. The option has been on hold for 9
months now but a resolution is very near.
I am reasonably confident we are going to hear something in the next 2/3 weeks. And that it is likely to be
along the lines of no investment is now required from those people. And they won’t have to undertake
anything significant to gain those required points. In other words a permanent visa can still be granted
without people having to invest the funds.
